2.1項目概況：東非原油外輸管道EPC項目起點于烏干達TilengaCPF（聯絡線起點），止于坦桑尼亞Tanga港，總長1539km，其中：干線1443km，聯絡線96km。烏干達境內392km，坦桑尼亞境內1147km；全線泵站6座，減壓站2座，閥室82座，電伴熱站20座（與閥室合建17座，單獨建設3座）。（略）（上游，聯絡線部分）（略）。計劃工期為27個月。
EastAfricanCrudeOilPipelineEPCProjectstartsfromTilengaCPF,Uganda(startingpointofcontactline)andendsatTangaPort,Tanzania,withatotallengthof1,539km,including1,443kmtrunklineand96kmconnectionline.392kminUgandaand1147kminTanzania;Thereare6pumpstations,2decompressionstations,82valveroomsand20electrictracingstations(17jointlybuiltwithvalveroomsand3separatelybuilt).TheprojectisownedbyTotalE&P(upstream,linkline)andTotalEastNon-Midstream.Theplannedconstructionperiodis27months.

三、投標人資格要求Bidderqualificationrequirement
3.1投標人要求具有獨立法人資格,為此招標項目的專業生產、制造、安裝、調試的制造商，對其提供的貨物和服務負全部責任；在法律和財務上獨立，合法運作并獨立于招標人：（略）
Biddersshallbemanufacturerswithindependentlegalpersonstatus,specializedintheproduction,manufacturing,installationandcommissioningforthisbiddingproject,andshallbearfullresponsibilityforthegoodsandservicestheyprovide.Theyshallbelegallyandfinanciallyindependent,operatelawfully,andbeindependentfromthetenderer(tenderingagency)(theymayprovidetheirownbrandorthebrandrecommendedbytheowner).
3.2本次招標要求投標人須提供ISO相關體系認證（有效ISO9001）及相關企業資質（包括但不限于營業執照或注冊證書等）,具有與本招標項目相應的供貨能力，投標人需在投標文件中如實寫明中標后該批貨物的生產品牌，生產地址：（略）
Forthistender,biddersshallproviderelevantISOsystemcertifications(validISO9001certification)andrelevantcorporatequalifications(includingbutnotlimitedtobusinesslicenseorregistrationcertificate,etc.).Theyshallhavethecorrespondingsupplycapacityforthistenderproject,andshalltruthfullystateinthetenderdocumentstheproductionbrandandproductionaddressofthegoods(suchasproductionandmanufacturing&processingbases)iftheywinthebid.
3.3投標人需有相應供貨業績。

3.4（中國境內的投標供應商）須提供近三年（2022年至2024年）經審計的財務報告（經會計師事務所或審計機構審計的審計報告、財務會計報表包括資產負債表、現金流量表、利潤表和財務情況說明書（或報表附注））。成立日期晚于要求年份的，從成立年起計算。如投標人的成立時間不足一個財務年度的或成立時間超過一個財務年度但尚未完成該年度財務審計的，（略）出具的財務報表（加蓋公章）。
中國境內投標人應財務狀況良好（其中資產負債率小于100%），沒有處于財產被接管、破產或其他關、停、并、轉狀態；投標供應商需承諾不存在進入清算程序、被宣告破產或其他喪失履約能力的情形（投標供應商需在其響應文件中提供無上述情形的承諾函）。
如投標供應商中標，采購需求人有權在合同簽訂前審查其完整的財務報告，若發現投標供應商存在上述情況或風險的，采購需求人有權取消其中標資格。投標供應商需在其響應文件中提供其接受上述條款的承諾函。
(BiddingsupplierswithinthePeople'sRepublicofChina)shallprovideauditedfinancialreportsforthepastthreeyears(from2022to2024).Thesereportsincludeauditreportsissuedbyaccountingfirmsorauditinginstitutions,andfinancialaccountingstatements(coveringbalancesheets,cashflowstatements,incomestatements,andfinancialsituationexplanations(orstatementnotes)).Forsuppliersestablishedlaterthantherequiredstartingyear,thecalculationshallbeginfromtheyearoftheirestablishment.Ifabidderhasbeenestablishedforlessthanonefiscalyear,orhasbeenestablishedformorethanonefiscalyearbutnotyetcompletedthefinancialauditforthatyear,itshallprovidefinancialstatementsissuedbythecompany(withtheofficialsealaffixed).
Bothdomesticbiddersbiddersshallhaveasoundfinancialstatus(withanasset-liabilityratiooflessthan100%),andshallnotbeinastateofassetcustody,bankruptcy,orotherstatessuchassuspension,closure,merger,orrestructuring.Biddingsuppliersshallcommitthattheyarenotinliquidation,declaredbankrupt,orinanyothersituationthatresultsinthelossofperformancecapacity(biddingsuppliersshallprovidealetterofcommitmentstatingtheabsenceoftheaforementionedsituationsintheirresponsedocuments).
Ifabiddingsupplierwinsthebid,thepurchaser(procuringentity)shallhavetherighttoreviewitscompletefinancialreportsbeforesigningthecontract.Ifthepurchaserdiscoversthatthewinningbidderhastheaforementionedsituationsorrisks,thepurchasershallhavetherighttocancelitswinningqualification.Biddingsuppliersshallprovidealetterofcommitmentintheirresponsedocuments,statingtheiracceptanceoftheaboveterms.

OtherRequirements:
Biddersshallhavenomajorqualityaccidents,safetyaccidentsinprojectsunderChinaNationalPetroleumCorporation(CNPC)/ChinaPetroleumPipelineEngineeringCo.,Ltd.(CPP)inthepastthreeyears,andnolegaldisputeswithCPP.Aletterofcommitmentshallbeprovided.
IfthemanufacturerisasupplierinCNPC'ssupplierdatabase,thenetworkaccessstatusonEnergyOneNetworkshallbe"Normal"(forenterpriseswithnetworkaccess).
