(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實政府采購政策需滿足的資格要求：本次招標若符合政府強制采購節(jié)能產(chǎn)品、鼓勵環(huán)保產(chǎn)品、扶持福利企業(yè)、促進殘疾人就業(yè)、促進中小企業(yè)發(fā)展、支持監(jiān)獄和戒毒企業(yè)等政策，將落實相關(guān)政策。
(b)Qualificationrequirementstobemettoimplementgovernmentprocurementpolicies:Ifthisbiddingmeetsthegovernment'smandatoryprocurementpoliciesforenergy-savingproducts,encouragementofenvironmentalprotectionproducts,supportforwelfareenterprises,promotionofdisabledemploymentpromotionofSMEdevelopment,supportforprisonanddrugrehabilitationenterprises,etc.,therelevantpolicieswillbeimplemented.
(c)本項目的特定資格要求：3、針對醫(yī)用氧產(chǎn)品，投標人須根據(jù)本次采購內(nèi)容具備符合《中華人民共和國藥品管理法》及其實施條例?規(guī)定的藥品經(jīng)營許可；4、針對其他醫(yī)用氣體，投標人須根據(jù)本次采購內(nèi)容具備符合《危險化學(xué)品經(jīng)營許可證管理辦法》及管理條例規(guī)定的危險化學(xué)品經(jīng)營許可；5、本項目專門面向中小企業(yè)采購
(c)Specificqualificationrequirementsforthisprogram:3.Formedicaloxygenproducts,thebiddermusthaveadrugbusinesslicenseinaccordancewiththe"PharmaceuticalAdministrationLawofthePeople'sRepublicChina"anditsimplementingregulations;4.Forothermedicalgases,thebiddermusthaveahazardouschemicalbusinesslicenseinaccordancewiththe"HazardousChemicalLicenseManagementMeasures"anditsmanagementregulations;5.Thisprojectisspecificallyfortheprocurementofsmallandmedium-sizedenterprises.
